  • Richard Howe
    Founder / CEO

    As founder and CEO of AXIOM Systems, Rich has been responsible for establishing and building AXIOM. With over 40 years of business experience within both information technology and healthcare, Rich insures that AXIOM consistently exceeds our clients’ expectations while maintaining the type of growth necessary to be recognized as the industries healthcare IT experts.

    Prior to founding AXIOM, Rich held the position of Vice President of Health Care Systems for a national consulting company. Previously, Rich played a strategic management role for AMISYS (now part of DST Health Solutions), a leading managed care software vendor.

    Rich has also been instrumental in the design and development of AXIOM’s products which meet the diverse needs of payers and providers in the management of healthcare transactions.

  • Sandra Howe
    Senior Vice President

    As Senior Vice President, Products Division, Sandra is responsible for insuring that AXIOM’s product offerings’ meet the diverse needs of the industry. With over 35 years of practical hands-on healthcare administrative experience, Sandra manages AXIOM’s dedicated team of software developers and implementation and support specialists focused on the delivery of AXIOM’s product offerings.

    Prior to AXIOM, Sandra was the Vice President of Operations and application development for a mid-sized Health Plan based in the Southeast. She has a detailed knowledge of healthcare payer and provider operations, project management and process re-engineering.

    Sandra also served proudly in the United States Air Force as a Medical Administrative Specialist both within the continental US and overseas.

  • Christopher Lombardi
    Chief Technology Officer and Chief Information Security Officer

    As Chief Technology Officer and Chief Information Security Officer, Christopher Lombardi leads AXIOM’s technology strategy, innovation roadmap, and enterprise security programs. He oversees the organization’s risk management, incident response, business continuity and disaster recovery initiatives, penetration testing, and compliance alignment efforts—ensuring AXIOM’s platforms meet the highest standards of resilience and regulatory readiness. In his dual role, Chris directs the research, development, dissemination, and protection of AXIOM’s cloud and healthcare technology infrastructure, advancing both innovation and trust across the enterprise.

    With more than 25 years of experience spanning infrastructure, software development, cloud architecture, and cybersecurity, Chris combines deep technical expertise with strategic executive leadership. He holds all 15 AWS Certifications, along with certifications from Microsoft, Oracle, the FinOps Foundation, and (ISC)², reflecting his commitment to continuous learning and operational excellence.

    Beyond AXIOM, Chris serves on the Board of Directors for TechFrederick and on the TechFrederick ASPIRE Committee, which oversees the allocation of more than $350,000 in state workforce-development grants supporting technology education and career advancement throughout the greater Frederick, Maryland region. He also serves on the Amazon Web Services CxO Advisory Council and the Amazon Web Services Modernization and Transformation Council, collaborating with industry leaders to help shape cloud strategy and modernization initiatives.

    An avid public speaker, Chris regularly presents at AWS events and regional technology conferences, sharing insights on cloud transformation, enterprise security architecture, compliance automation, and modern technology platforms.

  • Angie Waters
    Director, Administrative Services

    As Director of Administrative Services, Angie is dedicated to insuring that our client's experience with the administrative aspects of AXIOM are positive and operate efficiently.

    Angie is responsible for all administrative functions including financial reporting and analysis, facilities, human resources, payroll, and accounts receivable etc. With over 25 years of experience Angie manages a dedicated team in both our Frederick, Maryland and Phoenix, Arizona offices.

    Prior to AXIOM, Angie was an administrator for a CPA firm based in Bethesda, MD.
